Upgrade readiness status API

The underlying Upgrade Assistant concepts are stable, but the APIs for managing Upgrade Assistant are experimental.

Check the status of your cluster.

GET <kibana host>:<port>/api/upgrade_assistant/status

200: Indicates a successful call.
